U.S. Army Makes Significant Investment in HEMTT/PLS Recapitalization

The U.S. Army continues to bolster its logistic support capability with a series of recent contracts let to truck manufacturer Oshkosh Defense. In late March 2016, the U.S. Army awarded Oshkosh Defense three contracts, with a combined value in excess of $433.3 million, for the recapitalization of at least 991 Heavy Expanded Mobility Tactical Trucks and Palletized Load System vehicles and 345 PLS trailers.

Under the auspices of the Family of Heavy Tactical Vehicles (FHTV) program, U.S. Army procurement of new-production HEMTT and PLS vehicles and trailers will continue through FY19. Funding for U.S. Marine Corps procurement of the Logistics Vehicle System Replacement vehicle apparently ended in FY13.

Rebuild and upgrade of the existing HEMTT fleet will continue to be the primary element of the overall FHTV program. According to U.S. Department of Defense FY17 budget request documentation (February 2016), PLS-ESP (Extended Service Program) and HEMTT-ESP will account for 85.9 percent of requested funding for the FHTV program through FY21.

Since its combat debut during Operation Desert Storm (1991), the HEMTT heavy logistics vehicle has proven itself as a vital element of the U.S. Army’s logistical tail. Furthermore, the vehicle’s compatibility with C-130 and C-17 tactical transport aircraft ensures that the Family of Heavy Tactical Vehicles will remain the primary platform for the U.S. Army’s and U.S. Marine Corps’ heavy tactical logistical vehicle fleet through at least 2025.
