Forecast International’s U.S. Defense Budget Spotlight

Forecast International has launched a free U.S. Defense Budget Spotlight dashboard to provide a glimpse into the FY24 congressional budget cycle and reveal how defense committee proposals will impact Pentagon spending.

Our budget dashboard offers some clarity in what has become a tumultuous budget environment that has seen everything from threats of government shutdowns to calls for supplemental spending to bolster the Pentagon’s coffers. The president’s FY24 request was released in March, over a month behind schedule, and lawmakers spent the summer putting their initial spin on the administration’s spending plans. The dashboard can be used to compare the congressional proposals with the administration’s request.

In traditional fashion, Congress was not prepared to finalize a budget by the start of the 2024 fiscal year on October 1, necessitating a continuing resolution (CR) to keep the Pentagon running at FY23 funding levels until a budget is passed. The Pentagon has become adept at operating under CRs during the first quarter of the year, but CRs remain disruptive to budget planners by blocking new start programs and leaving many existing projects with either too little or too much funding than planned. The dashboard highlights the accounts that are most heavily impacted by a CR.

The raw data was sourced from Forecast International’s U.S. Defense Budget Forecast , an online database that provides easy access to the Pentagon’s entire acquisition budget. The product contains historical funding for every line in the P1 and R1 accounts, as well as outyear funding harvested from the Pentagon’s justification books. Data sorting and visualization tools identify winning and losing programs in annual budget requests and can be used to organize by market segment. All topline and line-item data is available for download via Excel. The database also expedites research by offering quick access to current and historical program-level justification documents.
